How i can put a channel limit in my server.?

I think the best way to restrict how many users there can be in a channel (in ALL channels) is to see if your services offer a "restrict channel modes" feature. Services could override any settings you have in your conf.

If you mean an individual channel, set the channel mode +l limit where "limit" is the channel's limit

You can restrict the server to authorised channels only if that is what you mean . See here

If you don't want to allow users to create channels, you can download a module called m_onlyopersjoin. That module only allows Opers and Services to create channels.
