addoper command on windows version

by default windows version does not have command addoper , is there anway that we can add this command for windows version ?

There is no "addoper" Command in UnrealIRCD, neither in the Windows Version nor in the Unix Version.

I think you are talking about AngryWolf's "opers" Module, right?
If you are, you should probably ask for help on AngryWolf's page... There's a Forum, too...
Or you just RTFM: There's an nice 13-Step-Explanation on his Page on how to compile 3rd Party Modules - on Unix AND Windows.
