Restart all the servers to reset them back to 0.

The global max will be whatever the max of the network that you are on is. If you don't delink/restart all of your servers at the same time the global max will stay.

AFAIK there's also an SVS command that you can use, but it requires OperServ RAW.

Looking at core module names i would guess its SVSLUSERS but i dont know the syntax. I would however strongly advise against ressetting your global user count since the IRCd will expect it to be higher then the current user count and may cause problems if its not. For example it could cause the IRCd to crash.

Check out the helpop docs by /helpop ?svslusers
Oh and just restarting all your servers won't help, besides being overkill of course :P
