Loading IRCd configuration in widows xp

Hi am trying to run unrealrcd on Xp pro, xp home and Xp 64bit it will not run on any of the three pcs all I get is;
* Loading IRCd configuration ..
[error] Couldn't open "unrealircd.conf": No such file or directory
[error] Could not load config file unrealircd.conf
[error] IRCd configuration failed to load
...but it is clear that the config is there...also wircd program is all in code making it unreadable, this makes it very hard now i cannot link the right file for it to open...is this not public code if so why the heavy codeing?
