UnrealIRCd provides support for international nicknames, but: some nicknames may seem to users equal whereas they are not, consider ВОРОН and BOPOH (the first word is actually in Russian, it meas 'raven'). Also, such nicknames are not case-insensitive: А is not the sames as а (so both Мама and мама can be on a channel simultaneously). Does any module or anything provide any fix for this issue? And if i'd want to write anything, would the only necessary thing to do be to change the smycmp routine code? Thanks in advance.
Target languages: primarily Russian and English.

This is exactly as intended, and there is a warning about it in the Unreal documentation.

Well let me re-define it a bit since you didn't understand how he said it.
No there isn't really any module for it because its doing exactly what its intended to by the core code itself, a module by most means would likely not be able to change how its being handled, but there won't likely be any modifications to the core of the code itself at least for awhile to change this. Sorry.
If you really think it should change though, the bug tracker is there for a reason, to make feature/tweak requests : P
