Limit chhanels user is allowed in?

I run a small server with a little more than 200 members. Most of the communities in it are linked in some way, including the administrators that hop on with them.
One of the communities has an unruly administrator that doesn't really belong in power on an IRC server. He was originally banned from the server, then from specific rooms, because of his behavior, but it makes our lives (other administrators of the website) much easier with him around in only our channels. because as administrator, we're sort of required to take his opinion into consideration.
I was wondering if it is possible to actually limit the channels that the user can go into. A whitelist of sorts, which denies him the ability to access anything but specific channels (#admin, #mod, etc, besides #main-channel)
We were looking for an easy way to do this without setting bans in all the channels he's not allowed in, as it would just make it easier to do.
We're running Unreal3.2.7, with the latest version of Anope Services, 1.8.0
