linked server not accepting connections

I've linked my friends IRC server, and they are linked fine, and both server IP's are put in 1 IP pool. Whenever somebody connects, they always join mine, and my friends server has 0 clients. When I tried a direct IP connection, it refused the connection. What are the causes of a server refusing the connection?

Connection refused means the ircd is not listening on the port you are trying to connect to.
