I'm also curious as to why you would want to stop users from being able to see that you're not using any modules they don't like, like modules used to spy on them?

It's not for a specific module, I don't think that regular users needs usage this command

Regular users generally like to use this command to see what modules are loaded on the server. The module command shows them any additional features you might have loaded, also helps them determine if you have anything loaded that may wants them to think twice about remaining on your network (such as logging modules, opers-are-god modules, etc).
The only reason I can think of for disabling the module command is if you've got something loaded that you don't want users to know about, which is exactly why we will not help you disable the command.
