I have my UnrealIRCD server setup with Anope Services and everything works fine.
I can connect from multiple locations home/work I tested it with a few people from canada they can connect too.
However 1 person who is from Japan just keeps getting operation timed out and is unable to connect do you have any idea what could be causing this, he is able to connect to other IRC servers except mine.
I just can't think of what could be causing this any help would be apreciated.

Given that other users (even international) can connect fine, it must be some router or other system that is filtering traffic between you & him.
You could have him try a different port (which you should open up on the IRCd, of course) that is non-standard or is more standard, and try using SSL (or try without it).
Just to be clear, this is not an issue caused by UnrealIRCd, 'Operation timed out' is at the TCP/IP level (network stack). And since others can connect fine...
