Hello,
Is there a way to ban some one who lives in Belgium where they have a new IP after restart the modem?

Maybe I can ask it like this.
Is it possible to ban a computer? So not IP but computer?

You can place a server ban on a lot of items, basically anything that the client exposes to the server.
These are: hostname, ip address, ident, real name, and with some luck also client software version (but only if the client replies to CTCP VERSION).
If a user has a dynamic IP and also changes those other items like ident and real name (and ignores CTCP VERSION's) then it's hard to ban that specific user, unless you ban the entire provider, of course
