How to set autovoice all users which join in any channel, not only for registered users ? Thanks

If everyone gets it, then what is the point of having voice?

It's also a little dangerous because case of a text flood you cannot set the channel +m to shut everyone up and resolve the situation.
Or, to be more precise: you can set the channel +m but everyone (with voice) can still speak so it has no effect.
