spamfilter and badwords fails for hebrew

hi,
the spamfilter fails for hebrew regexes.
i remember it used to work in the past (3.2.x version).
badwords fails too for hebrew words.

partially solved.
my clients interpret text in windows-1255 encoding.
so the conf files have to be saved in that exact encoding.
once i changed that - spamfilter works like charm
badwords still fails :\
it seems the block has no effect for hebrew in unrealircd.conf
and when i try to add the block on badwords.conf and rehash...
rehash automatically changes the encoding of badwords.conf to ISO-8859-1 which results in the configuration fails to load (badwords.conf > unrealircd.conf)
