how do I Register a room on Ircd

I have a server up and running BUT
I try to /msg nickserv register #Caney
I get chanserv No such nick/channel

Should have ChanServ on there...have you config'd the files?
Try /msg chanserv register #Caney instead and a description

he said he does not have chanserv..
