is it possible that someone can make a module that the admin or/and ircopers can connected to a homepage where evrything like motd , config ect can be change and also like quick link generator , spam filters , bad words ect

There is a web interface on the todo list, but someone can make a module for now.
As for link "generators".... NO!
Stop being lazy and learn to read the docs for that stuff. It is not that hard.

Right, this is scheduled for Unreal3.3.
Anyone trying to write a module for the current 3.2* series I whish good luck, since it's pretty much missing a good I/O (core) interface to do this ;p.
