Basically the password on the server will be used to opers to oper up only and other users won't use the pass, I don't know how to explain properly.

e.g

for opers it'll be like
/server 127.0.0.1 6667 password (after connect /oper me mypass)

and for users it will just be
/server 127.0.0.1 6667 (but they can't oper up unless they connect to the server with the password)

There's really no point. Use proper oper login names, passwords, and hostmasks and normal users won't be able to oper anyway.
