the opers module is look very very nice..
i have Unreal3.2-beta19 and it dont work at this version..
there is a other module that work on this idea?
the olines module good to.. the problom is that this is not make any change on the conf and when i type /rehash this is going back like i didnt do anything

Perhaps this will be an unacceptable answer for you, but upgrade your ircd to Unreal3.2-RC2fix, and see in how many ways it will make your life easier. (Wanna know why running an old UnrealIRCd version is bad? See the FAQ.)

you are right...
but mounth agow i sent email to the unreal's coders and i asked somone the set my unreal the ie will support hebrew nicks... and i will apgrade i will not have the hebrew nicks longer... (i didnt change the unreal source code.. somone from the coders give me email back and he did my hebrew nick support.. (he's name is motty..)

any ideas what should i do?

There is no Unreal coder named "motty" and there is no one subscribed to the Unreal coders mailing list named "motty" so I don't know what you are talking about.

after a lot of letters to [email protected]...
after a mounth... i recyve a letter from motty... and he helps me and did to me the hebrew support...
if i sent a letter to [email protected] and asking for hebrew support.. and he sent me letter after that.. i thourght that he one of the unrea helperscoders...

but i send a letter o the unreal request... and then he sent me a letter.. he said:
i came to help you with the request for the hebreq nick support...

but he dont have to be a coder..
arn't he? maby he is from the unreal request team or somthing

i somone will do on the new version hebrew support.. it will help many peoples...

can somone do it please?
