if 4 people connecting to the server in 1 secounds, all the another users that will be connecting in the next 3 secounds, will got ban from the server

So you want a module that will ban many innocent users who just happen to be connecting at the same time as some spammer/flooder/botnet. You could always just use a spamfilter which is more likly to match only the spammers/flooders/botnet with a hell of a lot fewer false positives.

and a lot more cpu usage

sounds like a simply job, if u use servcies with defcon a simple services module could do all the work
ask around im sure someone could do it easily
