Hello.

Could someone code a module to permit only admins to make /whois on a user?

If you set +x in modes-on-connect regular users cant get anything that can be used to cause harm to another user by /whois'ing them so to be honest i cant see what purpose you gain by disabling /whois.

Yes i know that, but you can see a part of the hostmask like:

@Host-2756DB10.dip.t-dialin.net that shows that the user is from a german provider.

I what more anonymity for my users.

may be u can set vhosts for everyone.

set::options::dont-resolve;
If present hosts of incoming users are not resolved, can be useful if many of your users don't have a host to speed up connecting.
Note that since no resolving is done you also can't have host based allow blocks.
