Hello,
I was wondering if anyone knew where I could get the: /helpops module, to show users with the mode h.

I really don't know where you could get that module, there isn't any Official module matching what you're saying that I can see in the DB, only HelpOp module is a paid module by Syzop that gives a Helpop login system of sorts.
Maybe check the 3rd party hosting sites, I don't recall any helpop module being on them either really though, but check anyways I guess.

IRCOPS module perhaps? If that doesn't do it, you might be able to modify it.
