shun issue

hello guys,
I'm looking for a module that will change the shun command, so the user can join/part from the channel, and can use whois, and nick change commands only.
this thing is used only by opers that can shun users, and used for the users wouldn't know they are shunned.
If anyone knows on something that does this thing, it will be great.

If you changed the /shun command in that way how would you then stop the user intentionally join/part or nick change flooding channels?

Thanks for the reply,
I don't have such a problem with those kind of floods, and there is a limit on a nick change (build in the ircd), and join/part flood too.
