Well, mIRC also doesn't ship with regex documentation eh? ;)
Lots of apps don't, and Angrywolf is right, there are hundreds of regex tutorials out there, and some very good ones.
A little introduction/howto (so not a manual, but.. to help newbies) was planned for 3.2-RC2 but... it wasn't done (yet?) due lack of time ;p.
