Requesting module

[caution]

I no this is a silly module but isit possible/could someone make it.. what im trying 2 do is if 2+ people say the same string, isit possible to halt everyone else's msg except the 1st person who said it? but make it optional with a channel mode like mode # +v or something, i no its pretty useless but it kinda need it
