RQ: restrict servers' opers' status

Hello. This is a request for a module that does the next thing:
server 1

- server 2
\
- server 3
This is to restrict the maximum power for linked servers.
If you're server 1 and you load the module, you can set the max status to be admin, and so if server 2 or server 3 has an oper { block with netadmin; status, the maximum power for this user should be admin.
If server 2 loads the module this doesn't affect server 1 but yes server 3.
