about whois module

hi guys,
I work on a m_whois.c module but I need your help. I want to if who use the whois command on another user I want to see that user did use this command on another user.
exp : ***NOTICE John use the whois command on Mike
How can I see that? But I want that only I can see that. I dont want that another admins cant see this. I hope u'll help me.
(if another module is exist for this , it can sensible for me )
