Module Request: Being able to add deny channels.

Hi, I was wondering if there is anyone that can write a module that allows you to add local and global deny channels. For local deny channels: /rline #channel time reason and for global deny channels: /grline #channel time reason. Of course being able to be removed by /rline -#channel or /grline -#channel. If anyone could do this I would really appreciate it, thanks!
