Trouble with cmdflood

Hello there,

Someone asked for help about cmdflood on a french speaking forum, saying it worked just a few times on one of his servers, and never on another one.
So, I installed the module on my server (Unreal 3.2.9)

The module is well compiled:
/module
*** cmdflood - $Id: cmdflood.c,v 1.8 2004/05/17 19:58:06 angrywolf Exp $ (Flood protection for commands) [PERM] [3RD]
Settings seems ok too:
/cmdflood
16:47:53 Zeolia -- x nick: 1 per 1 minute
16:47:53 Zeolia -- x whois: 1 per 3 minutes
16:47:53 Zeolia -- x :End of /STATS report
But flood is not detected: with a test user (not ircop, not register), I can do 10 /whois on the same personn in less than 30 seconds, and the /nick flood is just limited by the server:
16:52:14 -- | Vous êtes maintenant connu sous le nom test
16:52:19 -- | Vous êtes maintenant connu sous le nom hello
16:52:26 -- | Vous êtes maintenant connu sous le nom wassup
16:52:31 Zeolia -- | Nick change too fast. Please wait 42 seconds
(wassup => tryin)
Is it a known bug or did I do something wrong ?

Are you an IRCop? I believe IRCops are exempt from cmdflood.

No, I test it with an anonymous user.
But peharps did I protect his IP, I'll try to have another tester.

[Edit]: tested by two users: don't do anything.
