I wish too record all activity on a channel too mysql or a txt file so i can build a web page, displaying posts on a web page.

I use unrealircd and anobe with "mysql"

I think the best approach is to use an eggdrop (or any irc bot able to use MySQL), so you'll not take the server or services resources.
BTW, eggdrop (sorry, that the irc bot I know) has a built-in log functionnality.

It's worth noting that neither Anope nor the IRCd will be guaranteed to see all messages to a channel anyway. The only way to guarantee receipt of ALL the channel messages is by placing a bot in the channel (Anope could do that)
