Problem with /oper

Problem with /oper

Hi, Im really new to this of IRC admin, thats why I downloaded unrealircd yesterday and I think its awesome, however, I havent been able to get myself as an operator, you see, my test is to connect to my server as a normal user, and open a new channel, where I become the OP automatically, then, connect again as another client, and this one is an OP according to the unrealircd.conf or whatever, and then kick the first user from the channel, or at least become an op to.

Well, the problem is (using mIRC) that when I use the line
/oper nick pass
(and yes, nick and pass are there in the conf file), mIRC says something about
"your server has no O-lines" or something like that (sorry, rite now Im under a Linux box away from home...)
Why am I getting this error???

Also, a little offtopic, can someone point me to like THE guide to IRC (admin and all topic), coz looking in google I found really tinny guides that dont cover it all

As far as I'm concerned, THE guide to IRC is RFC1459.
(Warning: very technical.)

If it's less technical information that you're after, this page over at irchelp.org will, although it's EFNet specific in certain places, provide you with a start.
