Is SAMODE break's channel TS?

Hi.

Is SAMODE break's channel TS? When somebody uses this command, the server he/she connects to, changes appropriate channel mode, but with null (0) timestamp. Will channel modes be synchronized correctly after this?

I,m asking because, for example some old versions of Bahamut, where it is possible to mix TS-compatible and TS-incompatible servers, when somebody changes any channel mode, sending TS=0(if he/she connected to non-TS server), channel timestamp permanently sets to 0 and channel modes will not more synchronized correctly.
