I tried posting this on a bug report...but things are kinda goofy there. So here it is:
I was trying to add a user as IRCop and got this:
*** Notice -- [BUG] server OperServ tried to set +H while user not an
oper, para=GDi/+rhwgBWHqG, umodes=17432892
I was adding flags: OrhwgcLkbBnWHvejfqFG
Anyways, aside from that, the user is now showing as Network Admin...same as me! Why is that?

I'm new to this and may have given the IRCop flags the wrong way. I first did them using /msg operserv umode user flags. But I undid all of that and then added them like this: /msg operserv oline user flags. It did set them to IRCop as intended. I hope this was the fix. Am learning as I go.

The proper way is to add the oper block in the unrealircd.conf file.
OperServ is not designed to globally manage ircd oper blocks, so it may or may not work.

Yes, I added them that way. I've been messing with so many files and commands that I just now saw that I was adding these two guys as netadmin in the Oper block. I removed that. Is there something i put there for IRCop, like maybe "ircop"? Just wondering.
