Is it possible to retain private message history?

If one user messages another in private chat. Disconnects for some time (power outage, websocket disconnect, etc.) is it possible for the user to rejoin the IRC server and see message history with them and other user?

No.
Private messages are... private. Unrealircd can only have the history of channels with +H mode.
