Without services you always have to /who +R or whois ppl to get their host to gline it.

What about a /nickban <nick> <type> <time> <reason> ?
types:
  • *@host
    ident@host
    *@*.host/netmask
    ident@*.host/netmask
Perhaps also /nickban nick1,nick2,nick3,nick4,nick5 1 10D floodclones

All the TKL commands (/kline, /gline, /shun, etc.) allow nicks to be used. (I can't see that documented anywhere in the official documentations, thought.) Instead of user@host, simply specify a nickname. Examples:

/KLINE SomeNick :just because
/SHUN -SomeNick

Then "SomeNick" will automatically be converted to *@host. That's all I know.

Emphasize that at a site where the UnrealIRCd coders can notice the undocumented syntax and can do something with it. For example, at http://bugs.unrealircd.org/. :-)
