without using win32 im goig by guess work.
if the exe doesnt compile the thing and create directories for you, try re-compiling.
If it does compile (or is pre-compiled) then you can attempt to follow the file path and make a new folder with relevent name (DEPENDENT ON WHATS REQUIRED IN DIR!)

THe install will make the DIR.
Look in Program File for the Unrealircd folder.
And yes, i agree with what Ron2k.

but there is no urealircd.conf
oh what do i use to open a .conf file

Well, you are CLEARLY not a person that should be running UnrealIRCd. UnrealIRCd is a highly advanced ircd that requires some basic knowledge... You clearly don't have this, I suggest you to learn some basics first.
