i can't be op in some channel when i oper override at that channel this will show

Opers are not god, you know...
Anyway, it's a services issue.
I think ChanServ has the "secureops" option activated for the channel you are trying to get ops in.
You can remove that option from the channel and this shouldn't happen...

(but it will of course allow every other chanop to op everybody...

)
The only question remaining is why you need ops in a channel as an IRCop... you can do everything without Ops already, if you have the can_override flag... If you need Ops, ask the channel owner or add yourself to the AOP/whatever list.
