Mono would have to support VB.NET first (I think it does, but I don't know how "stable" it is...
).
*edit* And even then, *I'd* be primarily coding it towards the "official" (I guess you can call it that) CLR (MS's implementation), so if WinSE ends up not working on Mono, it most likely would be Mono's fault ;-P .

I haven't found too many problems with it so far, seems reasonably stable.
Most stuff is implemented (even windows.forms) but specific stuff like registry isnt, so let's steer clear of that
)
