Perhaps try using /quote helpop or /raw helpop, and if there's still no response, enable debugging (to see raw server messages).

/raw helpop ?
(10:31:13) -> Server: helpop
(10:31:14) -irc.implozia.ru- *** NOTE: As a helpop you have to prefix your text with ? to query the help system, like: /helpop ?usercmds
/raw helpop ?usercmds
NOT RESPONSE
/qoute - same effect

(Well, I said I was late with my suggestion. In other words, w00t has already found the origin of the problem.)
By the way, I guess the client ignores the 290 and 292 numeric messages. Maybe others as well?

helpop/etc works perfectly fine on mirc 6.15... most likely it's some stupid script he's using (as usual :P)

Heh. This gets a bit off topic, but I felt it had to be said...
----------
Have to say this though, mIRC must be popular for a reason-- What we need to do is find this reason and attempt a duplication in another client. My first thoughts are that 1) it has a clean, nice interface that can be altered if necessary (_easily_) unlike xchat, which unmodified looks plain ugly, and afaik, havent seen any decent ways to change its appearance
It has an easy to use, relativly powerful scripting language. Many other clients DO have this, but why not create compatibility with mIRC since it happens to be the most dominant client?
----------
Now, to keep this short, the bad points of mIRC:
-The developer (Khaled) doesnt seem to liase well with either the IRC community at large, or his userbase
-Security in mIRC seems rather an afterthought, tacked onto the largely insecure codebase
-mIRC seems to have started small and had appendages grown on, rather than creating a base set of features then adding others on. Whilest this may have the effect of slowing down execution somewhat, it also lessens the likelihood of bugs (imho)
Ok, I guess I'll stop now since this does still seem to be getting rather long. Hopefully it gave some ideas to someone?
