I finally got it!!
It was the uline i forgot to put a ";" after it.
No errors nothing.
BTW, Thanks for all your help!
EDIT:
A few questions, when I restart services It deletes all users in nickserv. Can I stop that?
Also, I cant set anything with services, vhosts, botserv's etc., It says access denied, is there a special option in oper to set that? I've got services_admin in my option :S

well I'm glad you got it working .. but uhm .. the ulines block was NOT part of the original cause

You have it correct in the zip file.
As far as nickserv deleting nicks ... that's probably not the case. You are most likely shutting down Services before they can update to their db. in the future make OS update before shutting them down. If it still don't save to the db check file permissions.

What do you mean by OS update? Also, do you know the problem with the hostserv and botserv, etc..

OS = OperServ
as far as HostServ and BotServ .. no I can't help you there .. I don't use them.
