Problem with 3.2.3(win32)

When I install it installs correctly, but when I try to run it, it wont run, whats wrong?
3.2.3?!?!?!
I don't rememer .3 being released :O .
Anyway, an error message and/or snippet of service.log (unless this future .3 release changed the filename) would help...
