Where is Channel Service Operator o-flag or something? I seems to see nothing said about this.

After opering up and you are in a chan (#Lobby for an example) try the following:

/mode #lobby +o KentuckyRyan

You can also use +q +a.. and others..

As far as I know, in UnrealIRCd we call it the 'Services Admin' oper flag ('services-admin' in the configuration), such admins have '+a' in their user flags.
