Can anyone tell me how to fix this?

* Loading IRCd configuration ..
[error] modules\cloak.dll: Unexpected EOF.
[error] Could not load config file modules\cloak.dll
[error] IRCd configuration failed to load

Check that it's not related to this.

[error] Could not load config file modules\cloak.dll

cloak.dll is NOT a configuration file, you should not 'include' it. Modules are loaded via 'loadmodule'.
