Is there a way to prevent normal useres from using the whois command and providing this privilege to ircops only?

If so, how do I do it?

Not possible without a source modification - either ALL your users can use /WHOIS, or NONE of your users can use /WHOIS.

If you want the second option, search the forum to find out how to do it. (Hint: it's to do with which modules you load.)

thanks, but that dosen't help much.
all the idea was to use a java interface with an encoding so useres will not be able to see the encoding.

I know it can be achived in confrence room, just hoped that it will be able here also.
