I have irc server but other ppls cant connect ( i am using shit internet connection ) but i have port 113 and with that ppls can connect but how i use it?

Can you clarify what you mean ? . Your post seems to suggest people cant connect but then says they can ? .

Firstly have you read the Faq and all the Docs . If everything is set correctly and people cannot connect Id suggest you look to your firewall and make sure the port you have set unreal to listen on is forwarded or set open .
