auto op PLEASE HELP

I have tried and tried to find the answer and ask anyone out there to please respond if you know PLEASE?
When a user makes a new room they auto become an operator. PLEASE tell me how to disable this so unless the have op password they cannot become an op in any room???

The only way to stop a user getting chanop is to have services stop the room being created . As it is all they have is locop and control over that room . So its no big security issue . I know IRCservices will let you restrict the creation of rooms . Afaik this is the only way to do it .

Any sane serices package will automatically deop the first person that joins registered channels. You cannot have the IRCd not op the first person, because that would not be compliant to the RFC anc may possibly break clients.

Can you tell me how/where to register a channel and maybe how to make the topic permanent?
