Banwalk and ENtering Keyed channels.

Hello all in the last version of unreal I used (3.1.2) I could get into any keyed channel and walk into any channel I've been banned in. Now I can't since I upgraded to version 3.2.2b
Is there a flag or something I need or does this feature no longer exist. Also I would like to know if this is a feature of servers cause I also upgraded my services from epona 1.4.14 to epona 1.4.19
