I was curious how I do this, for #channel and user.

Where the user joins and it automatically halfops/voices/ops them. When they /ns identify (password) of course. But if they're not, it doesn't do anything.

You're a tad vague, but it sounds to me like you want some network services. Head over to the Services forum for recommended services, tips on getting them up and running, etc.
