ok working with the spamfilter.conf and badword.conf doing some major editing to the config file and rehashing the server.
is there any way to rehash those config files?
have tried /rehash -<filename> with and without the -

Rehash is an all or nothing system. Unreal keeps no record of what came from what file. You either /rehash everything, or you /rehash nothing.
