This looks to be a services issue, and so probably should've been in the services forum.
At any rate, as a service admin you can remove this "ban" by using /nickserv drop <nickname>.

Services don't really care if you are a netadmin. You need to have the correct privileges in the services.
What services package are you using anyway?
How did you try to drop the nick (and what nick were you using)? How was it banned?

no sure what services we are running.
/nickserv drop TheMagic
When doin this command im on my nick (newaki).
im not really sure how it was banned, it was banned by another ircop that no longer works for us.
(btw. what privileges do i need in order to excute this command?)

You usually need to be at least a "services admin" (in the services, not the IRCd).

"through cPanel, it said it saved the changes but didnt"

How exactly are you running your irc services? Just SSH to the box and edit the file!

Depending on the services being used you shouldn't have to. Editing services.conf is usually only needed when adding a services root user and those accounts should be used
very sparsely.
When it comes to managing nicknames an admin account should be more than enough.

I think you'll have to wait for him.
It would be kinda strange if anyone could just add themselves and give themselves oper privileges...
