Eggdrop and set::maxchannelsperuser

Hey there. I support a user-base that use a legacy client and they only know how to ban through the GUI. Until I figure out a better way to maintain bans on the channel after the channel empties (a whole entire discussion I will one day solicit opinions on), I need to put an Eggdrop in every channel on my server, about 10 channels.
However, the "set::maxchannelsperuser 3" prevents the EggDrop from getting into all the channels. I'd rather not increase that.
Do I need to set this EggDrop to operator status to get around that limit (which I would prefer not to do), or is there another way?
