to be ircop first u must stay in that server until admin add u become ircop..

check your oper block carefully . Does it give you any hint when you /oper as to what is wrong ? .
If you cant figure out the info in the docs you need to be asking yourself if you should be running an ircd tbh .
As for no_name ..... umm do you know how to add ircops ? I would presume he's talking about his own server so he will be an admin already provided its set up right.

to add oper just add line at oper block
exp:
oper <nick> {
class clients;
from {
userhost *@*;
};
password "operpass";
flags
{
operflags
};

Guys the prob is I am not either Admi either Irc-op i need help for that..

see..like i say that he wanna be ircop...he did't have server but wanna be ircop in server that he join...to Ronaldo this is my advice..
1. u must always join server that ur wanna be ircop
2. help user if they ask for help...like services command
3. if ur lucky, then after you doing all kind of work the admin of that server will add u an ircop..if not maybe u must wait...but 4 how long? if u ask me..maybe 1 month..maybe a year but it also maybe 5-6 years after that..
so good luck....
