Looks more like a u:line issue to me. Make sure your ulines{} block is correctly setup on all your servers.

i try to set, or unset de uline. but my server was working before de 3.2.3, and, i try the Ziplink with the new 3.2.3 ,
the unrealircd, compile with zip, when they are link, without zip option, he "mix up "the communication with other server as "chat.webami.org applique le mode &+ 1113259353 " the other server , doesn't understand nothing, even when a recompile one of the two, zip server.
The problem was correctly solve, when i recompile the last one to no zip at all
i dont know, if, this problem occur when all three server are compile with zip link support, cause i dont try
of course, the post are, mostly informative. may be its a bug, may be not
p.s., sorry for that bad english, but i try

mm, that's what I thought at first, but what the heck are all those "&"s etc doing in there :/

i think, the message appear on a monitor chan on a on-zip machine,it appear scramble , as compress, on other one , the zip, the message look ok , thats why, network goes on loop .op, and un-op bot services .
in fact, for zipping a network, all server, not only both end , have to be zip.

I was thinking that he compiled with that other method that adds & and ~ infront of users with chanmode +q or +a. But I dunno was hard for me to read not in english

I've never seen it displayed in that manner however.

Before we go sprading weird rumors here (Jappy), it doesn't matter if only part of your servers are zipped.. it's just another layer of the servera<->serverb communication, nothing else.
As for recompiling without zip, that seems overkill to me.. you can just remove link::options::zip and/or (re)add it when you want to, no need to recompile.
EDIT: oh you mean when the link isn't zipped and you have ziplinks enabled you get this problem? That sounds a bit hard to believe, really -- perhaps it's a side-effect, not a consequence ;p.
Yes, your PREFIX_AQ (the ~& prefixes) settings MUST be the same on all servers of the network (it isn't only a symbol, it does much more). So if it isn't the same, fix it. That said, I don't think it will create effects like this, but ah well...
Are all your servers 3.2.3?

&+o ?
Somehow I doubt PREFIX_AQ is gonna do something like that

!
Hmm, what *is* irc.webami.org. It's almost like it isn't accepting MODE changes that CodePin makes.

ok, i try to re explain... not simple
first, on a 3 server network, all 3 are with 3.2.3
1 irc.webami.org is not compile with zip
2 chat et tchat are at the begining compile with zip
when the 2 and 3 server are link without the 1, that work great
but when 1 link on network, the reaction , on opening a new chan, is describe sooner.
i try first to remove the zip option, nothing different, recompile the 2 server without zip , same result . i finish with a recompile without zip 3 and is ok.
i dont have the &~ option enable on all machine
codepin is a anope botserv . all bot are uline
maybe i made a mistake on the manner to install zlib , not so well documented..
and anyway, the problem is off, but a can try to reproduce . if it need
and sorry for my english

Paste your ULINE block (for the bad server and one good server). Did you uline the bot's nick, or the server its on?
